Does PG ultimately come down to Islam (Satanism) and the pedophile death cult?
The "paedophile prophet" story originates in the Hadith, which has a long history of including false stories. The story of the young age of Aisha at marriage is refuted by the earliest biography of Mohammed. The pattern of blaming Islam for cultural behaviour is similar to the pattern of blaming Judaism (as the "Jews") for the actions of the donmeh (untrustworthy converts).
Simply from etymology it applies when being forthright would put someone in jeopardy. Here's a specific case (of jeopardy implied by compulsion) from the Quran:
Any one who, after accepting faith in Allah, utters Unbelief,- except under compulsion, his heart remaining firm in Faith - but such as open their breast to Unbelief, on them is Wrath from Allah, and theirs will be a dreadful Penalty. (Surah 16:106)
Here's another case where taking an ally as a precaution is endorsed, possibly in case maintaining independence were to be interpreted as enmity by the other party:
Let not believers take disbelievers as allies rather than believers. And whoever [of you] does that has nothing with Allah , except when taking precaution against them in prudence. And Allah warns you of Himself, and to Allah is the [final] destination. (Surah 3:28)
In general honesty is endorsed:
O ye who believe! Fear Allah and be with those who are true (in word and deed). (Surah 9:19)

Taqiyya only applies in in limited circumstances, and it isn't relevant here.
