It's essentially saying, that abusive rituals, often described as "satanic", can be performed by pretty much anyone regardless of any espoused religious affiliation.
EDIT: err, okay, my summary is a bit wrong there, it's still not necessarily gaslighting satanism, but it does seem to deliberately dance around and avoid any possibility that more nefarious things are afoot... strange piece, worth reading though.
Indeed, worth reading, helps to know the legal perspective on how these snakes are getting away with this. Also explains how much of the puzzle pieces they were missing around MK Ultra, Crowley et al at the time.
