Boy, 7, was tortured to death and fed to pigs. State agencies failed him, says lawsuit.

'In the Kansas City area, Adrian became known, hideously, as "the boy who was fed to pigs."'

'His disturbing case prompted a state lawmaker to introduce legislation that would penalize adults who fail to report child abuse at home. '

'Investigators referred to the child abuse case as one of the "worst things" they had ever seen. '

'Representatives from the Kansas Department for Children and Families declined to comment to the Kansas City Star. '

'But within three months of Adrian moving in with his father, Kansas child welfare workers became aware of problems in the home. '

If they were aware of problems why did they not do something about it? Why not? Three months? How long does it take to pick up a phone or write a report? This is inexcusable and they should be punished to the full extent of the law. No slaps on the wrist.
