Notch is a programmer. In computer programming, parentheses are not used for the declaration of values / facts, but rather they're for boolean logic statements to determine an output value.
For example: If (x = 0) then y = 5
His normal tweets don't use parentheses, but this one did. He's not declaring a "fact"...he's just checking what the value is.
