You're very smart to note that. I think there are two ways of looking at that, though. The one I would like to posit is: why would a bad man wear a mask? Why do bank robbers use stolen cars? Concealment of identity during a crime is very important. Optics mean everything. If you had a large banking system you wanted to protect, but also needed to launder money and manage a confluence of clean money and dirty money, you would not use your own infrastructure, would you? The purpose of North Korea is money laundering, when you look purely at its function.
