If there was anything of value in North Korea, the Yanks would be all over it. It's difficult to even grow food. The same applies to South Korea - a large amount of food is imported. North Korea does produce weapons and the fake currency and some drugs.
But the question is, did Putin say it and is it it true? It seems like the answer is yes. Plus, maybe the yanks are TRYING to be all over it. They just had to wait for the right time.
I don't know what Putin said but I've lived in South Korea and been to North Korea. There is nothing of value there. One of the main reasons the younger generation in South Korea don't want reunification is they don't want all the uneducated people from the North adding to the job situation.
I've always argued that DPRK is useful to the US in that the threat means they can maintain their very unpopular military bases there. No threat and they would have to leave, which is what the citizens want. The US position on the Korean Peninsular is part of the geo-political strategy for surrounding China.

NK is a manufactured threat to justify keeping the US base there. If they really had minerals I would think that china russia or japan mining co.s would already be in there all over that shit. Meanwhile NK isn't selling billions in minerals either (as far as I know).
