22.7 mbps was the transfer rate of the DNC emails that were downloaded (most likely to thumb drive or other removable device) and leaked by a DNC insider. 22.7 mbps is the magic number, because it suggests that a file transfer rate this fast can only be achieved through direct, inside access, and is a speed that could not be achieved through a hack from a remote, especially foreign, location.
