Lactatus is a Latin participle (i.e. a verbal adjective) that means "which is containing milk", and -ia is a feminine noun-forming suffix.

So it's a girl's name.

I also found this on Wiktionary under "-ia" (I don't know if it means anything, but it's an eerie coincidence):
