Yep, creepy. I checked out the website of Mothers of Preschoolers ("MOPS"), but didn't find anything other than a lot of new age sounding pap. As far as I can tell, their sponsors are normal too: http://www.mops.org/mops-sponsors/
However, it is worth mentioning that they organize regional groups of moms that supposedly number around 4,000. And then I found this MOPS group invitation video with the female pedo symbol throughout:
Of course, I could be reaching with all this and wouldn't want to defame a church that may be doing good for families and children in their area. It's possible these groups co-opted these symbols without having any clue as to their more nefarious usage.
Also, the church in Houston that sponsored the MOPS billboard, Bethel of Houston, while it offers a lot of children's programs, does not have a creepy vibe or any obvious pedo symbology:
