well to 2impendingdoom's point, FOIA requests are largely useless as there is no way to prove any wrongdoing because the FOIA processors are literally the judge, jury, and executioner of the FOIA request - deciding what to share and what not to.
but, careful tactics and other tools, along with FOIA requests can be useful when used in combination and with the general support of others. i don't 1, 10, or 100 people can make a difference but if 1,000 people express interests it may change the political stage because after making money the main goal of politicians is to get re-elected.
tldr, foia requests are only usefull when it can create scandal levels of mistrust or wrongdoing.
At this point how can you blame people for not guessing that the highest officials are using fake names? And when they ignore FIOA's and other federal laws, how do you fight that?

Your only recourse is to sue them.
They know that, and also they know the average Joe Citizen doesn't have the money or free time to go to court over these things, so they often get away with just ignoring FOIA requests when they don't want info to go public.
This is why organizations like Judicial Watch have been set up so that they can fundraise and get enough money to force release of the info using lawsuits.
