Investigators are still reviewing how and why the initial misdirection occurred. One possibility being reviewed is a transponder mix-up, or a transponder code being used for the wrong congressional leader, said the people familiar with the events.

This is called "wrong", for whatever reason. Transponders refer to TXRX devicce used in aviation. Land based comms for local/regional LE use a completely different platform.

Distress channels don't require a squawk.

Transponder is a generic term and has several used on land. Marathon racing and auto racing use transponders.

It still refers to an interrogatory squawk function. LE land nets don't use that. Stop pretending like you know WTF you are talking about.
