Maybe this program is intended to win over these old people to be named beneficiary in their wills. Places such as schools, colleges, museums, charities, etc. emphasize philanthropy in their mailings and letters which is about getting people to include those programs in their wills.
On the other hand, a quick check of the the Organ Donor / Transfer websites claim that any age can be donors so maybe you are on to something.
