What gets me with the city-data link you posted is that each plot has its designated used. Most are pre-engineered warehouses. There's one manufacturing site, and one parking garage. How odd is it that all those plots, owned by different people, can all work together? Manufacturers of anything need a place to store product before shipping it. Parking garage to give the workers a place to put their transport.

Not saying that's a hard fact (that those owning property on Podesta Cove are all working together; again, could be happenstance) but if they were indeed working in tandem for a common goal, hiding behind fronts would offer some cover for unethical deeds, whether it's human rights violations, drug or arms trafficking, or someother shady as fuck doings.
