Put this up on http://www.boardgamegeek.com/ as a Print and Play game and enjoy all the attention. That site is the biggest board and card game resource on the web.
You need a complete deck with established mechanics to reach out to bloggers and vloggers for reviews. The game is not at that stage yet. However, it can still be listed on Board Game Geek if notated as being in development.
Game mechanics can be copied from literally any game. Mechanics cannot be copyrighted, trademarked or patented.
Your cards look like Magic the Gathering cards, so I'd look at that and other collectible card games for ideas. Watch review and tutorial videos and read their manuals on Board Game Geek.
Another good resource is James Desborough, who created the GamerGate Card Game. (GamerGate is a huge network of corruption and collusion in the gaming, game journalism and mainstream journalism industries that was exposed about three years ago.) You can contact him via the following:
Because of the many work that the cards take, at this moment simple mechanics would be realistic.
(But the main purpose /focus is to inform, and that's also because of limited resources but it would be nice if others could work on this playable part)
Your help started it so let's see where it can lead too.
Just put up an entry on Board Game Geek for the game and include some way for people to contact you so they can contribute card designs. (Anonymous email, for example.) Also put up calls for help on 4chan and 8chan's /pol/ and /tg/. Also contact James.

Could you help with the mechanics? or have addition suggestions regarding "How to play"
Maybe the mechanics can be copied from a simple card game ? (open source)
