"Hillary Clinton has campaigned on the platform of having worked for decades to protect America's children. During the presidential debates Mrs. Clinton repeatedly brought up her work focused on children. I decided to investigate exactly what Mrs. Clinton defines as helping to "protect America's children" and what laws the Clinton's were involved in to enforce the protection she claims to have worked for.
Here is what the Clinton's consider helping America's children:
Under Bill Clinton's Administration he signed a law which gave cash incentives to CPS for every child taken from their parents and placed up for adoption. Clinton's law gives CPS $4,000 per child with an additional $2,000 added for special needs children that are taken from their parents and put up for adoption.
On November 19, 1997 President Bill Clinton signed the law - The Adoption and Safe Families Act (ASFA, Public Law 105-89) after having been approved by the United States Congress in early November of 1997."

Hillary began her "career" writing a piece for the Harvard Review that achieved some acclaim. You have to pay to read the entire thing but here are a couple of links describing it. It seems to be an argument for granting children rights as adults based on maturity rather than age. This is all well and good but is an escape clause for child predators and rapists. It is also the argument that NAMBLA uses, that sex is for children, too, and they should be able to choose when they want to become active sexually with others. I find the arguments too similar to ignore. And then there was HIllary laughing that she got a child predator off easy because he passed a lie detector test, and also because SHE LOST THE EVIDENCE.

It is correct, the CPS is not a government brunch, only the Juvenile courts are part of the DOJ that rubber-stamp the kidnappings. Coincidently, the DOJ didn't audit the Juventile courts in the last two decades on legal violations, only on financial accuracy of the juvenile court filings that are usually stellar. This is why when the CPS violations occur, the Federal Government conveniently doesn't know anything about the violations and doesn't get involved. It is left to the corrupt state officials who let it happen in the first place to address, who never get involved in the Juvenile courts decisions because it's part of the DOJ. Only unanimously reelect the same judges who provide such splendid funding to the states and contribute to the corrupt officials campaigns though various real estate and other kickback schemes.

CPS is not a "branch" of government. It is an agency of that respective state.
The three branches of government are executive, legislative, and judicial.
