Both ways were blocked. One by the truck and the other by that white car. Maybe the alleyway is a convenient spot because of the possibility of blocking all streets and prevent people from sneaking up on them.

Yeah... I'd say that a drone to keep watch/fly over top/behind would be very helpful.
Or... parking a drone somewhere near to see who enters/leaves would be even more interesting.
Would that be legal to fly a drone near/around this property?
For example, if someone were to befriend a neighboring resident - and THEY placed a nice HD cam on their property, in the back alley, there would be nothing wrong with that. Right?

No, it is not legal to operate a drone in Washington DC airspace, and IIRC that includes a 30-mile radius around the city as well.
