If the system was legit and worked, he would be arrested for withholding evidence needed for an investigation. He didn't say he lost the server or the cat ate it. He simply refused. No consequences. So thats that. If there are no consequences, then there is never a reason to comply. This is a show folks.
He does it on purpose. Its just like the typos he makes. He gets the media to correct him, therefore they have to report on the tweet and spread it to the whole world. Otherwise, they would just ignore it if there was nothing to correct and something to hide. They fall for it every time.
