Says the Catholic church only. Originally the church was governed by 12 Bishops with the most influential of those the Bishop in Jerusalem. The official See of Rome moved to Constantinople and then to Moscow as Europe descended into the dark ages. What is now the Catholic church split off from the original church declaring their own "bishop" as pope.
