No argument there. The sentencing is way to low even for the Non-Elites. If the sentencing gets really tough some of the crime will go down. There of course are those sick vile perverts that just will not be able to control themselves, although we are told they can undergo help, which means it can be stopped. Not.

It should be 25 years minimum for pocessing it. 50 years for trading it. And minimum life for producing it. Torture is automatic death row.
