Care to explain how the State Dept. -- who does not make or enforce ANY criminal laws, foreign or domestic -- is going to "crack down" on sex traffickers?

Political appointees in the state department enable all kinds of illegal trafficking so theoretically they might be central to putting an end to it, or at least their competition.
