The State Dept. does NOT make or enforce ANY domestic or foreign criminal laws. All they can do is impose embargoes or other economic sanctions against countries engaged in sex trafficking. If we were to do that, we wouldn't have any trading partners left. AND it would never happen anyway because the official governments of those countries are NOT officially recognized as the perps -- the rings operating within those countries are.

This is good stuff. Shutting down these networks is "challenging"? He's thinking to himself, "to put it mildly."
