The Clinton link talks about teaching midwivery to women . What does that have to do with "Court appointed special advocate'?

"In 2007, CASA committed to improve maternal and newborn health by establishing midwifery schools in Mexico and Guatemala over the course of 5 years. The objective of this commitment is to support women-centered and midwifery-friendly health and education policies, while encouraging public and private funding for these efforts."
