here's another thought.... anybody seen anything on this?? C.A.R.D.S. center for autism and related disorders.... very large 'international' organization- noted thailand, south africa and other global offices....
provide "1 on 1" home services AND have private special needs schools, interestingly one in ALEXANDRIA, Va... their employee reviews are terrible (poor travel compensation, raises only pennies, unprofessional staff) and several other complaints easily googled for centers in various US cities including the Alexandria one... Alexandria center is expanding as of 2017 per article found... tuition noted to be $68,000 a year!! however, additional site autismva.org notes that scholarships also given and that medicaid recipients and "foster children" are provided services. maybe nothing, but this could definitely be a route to children.
