Why didn't they just admit it? Sarah Jessica Parker and others have been very open about using surrogates.

Wonder what George and his stupid "Darfur Foundation" (uh huh....has anyone looked into this more closely?) is really trying to hide.

depends. For length of duration of pregnancy, if not secret. If secret, like jay z /beyonce/blue ivy, then that surrogate is paid off for life, sign an NDA etc
