Were DC Water involved in plot to kill Seth?

Theory: Did the FBI use the tunnel to interrogate Seth before they killed him?

It's a 100 feet under the street and has a train / trolley system that carries DC Water staff and tunnel workers for miles to the Blue Plains Water Treatment Plant.

Are DC Water involved? They operate the tunnels. Did they switch off the street lightsand refuse to install security cameras in the days surrounding his murder while they worked on the Anacostia Tunnel Project? The lights were out in either Flagler Place or Adams Street (or both?

After reading the related thread, which I had missed, it certainly seems you and quantokitty have found something. It definitely appears DC water is willfully negligent for a purpose. That purpose may be to invite crime, which would be good cover for their own crimes.
