What does "SAC" mean in that sentence? The only thing I can think of is Strategic Air Command but that doesn't make much sense. So I went to Wikipedia to look up the acronym: https://en.wikipedia.org/wiki/SAC
Maybe "SAC" is like a slang thing for "Something Area Commander"?

So that is pretty damming then. Why would there be a Special Agent In Charge of WTC 1?
Playing devil's advocate maybe their defense would be "Oh that was for the cleanup after 9/11 when were were looking for evidence.".
That type of thing. In other words "SAC" in that emails is damming but isn't 100% unassailable.
