It was quite the issue in the pre-Pizzagate era (2012-2013) . . . back when Hillary Clinton was secretary of State under Obama. He was ditching his security staff and was observed seeking underage prostitutes out in a Brussels park. A whistleblower leaked the fact that the State Department had caught him & was trying to cover it up. (LOL- they seem to have never caught that leaker, and he or she is hopefully still alive.)
