Between this, SNL, and other similar bizarre stories, I can't figure out what the intention is. Are they helping wake up the public, or are they mocking us? Or is there another explanation?

That may very well be the case. They've lost track of what they are doing. Too many are panicked, trying to appear like they have it together, but they don't.
