Can anyone research other "terr0r" acts and see if any missing persons were reported after the fact.
The PTB Create chaos, offer assistance, snatch kids in the confusion. Missing status always blamed on event. ("The blast must have turned them into dust" sort of explanation bs) we have seen it time and time again at "natural" disasters worldwide. Any life disruption can be taken advantage of if you are evil minded.
