I dunno, I get wanting to think something like this couldn't happen but you have to keep in mind. During a tragic incident it's the job of those in charge to keep the peace. What is solved by saying "HOLY SHIT PEOPLE DIED RUN RUN PANIC MAYHEM!" nothing. If you announce death and fear then people will react as such. It's the job of the one with authority to stay level headed and keep the order of those and not scare the children who have found themselves in a scary situation.
That's my take on it though, I just feel people might be reading to much into it since in my eyes you wouldn't tell people during a fire to run in a panic, you would tell them to leave in a calm orderly fashion so that no one gets hurt.
I agree, I don't think this is evidence of a FF in itself as I believe the strategy behind the commentator’s choice of words was to maintain calm and order. If it suddenly transpired that everyone at the venue knew it was an attack, there would be utter pandemonium, a stampede would ensue and there would certainly be further fatalities. However I do think this was a GLADIO operation...

Exactly. Also "Don't bunch up" is actually very good advice in that situation.
