So I tried to report this website and it seems the only way to report it is through the NCMEC. I'm not doing that because of what we have discovered about them here. Is there anyone else we can report this to?

I would be inclined (i did this once before about 3 yrs ago when i accidentally stumbled onto some CP) to email your country's internet/media regulator to report the site and demand action be taken. I got no reply (great regulator, huh) but your conscience will be clear and keep a record of the email so if you ever receive police enquiries you show the email evidence to demonstrate you took appropriate steps and are not an accessory/accomplice
