Seth Rich's brother can't stop smiling? (pizzagate)

Hearing that George Webb is going to interview the brother of Seth Rich, I am reminded of this very strange interview just after the murder. Something just isn't right, and I'm not sure how much stock I would put into what he has to say.

Can someone explain his behaviour in this clip? It looks like duping delight. Makes no sense.

Additional note. Maybe someone should interview the girlfriend. No one has, as far as I know. She left this on her Facebook page a few weeks after the murder, saying she knows why he was killed. Well to be fair, and play devil's advocate here I had a similar reaction when my bother passed. People deal with stress and grief in different ways. I would go from crying to laughing in seconds.
