I could make fun of your naivete here but I won't. I'll just point out Senator Geary didn't kill that hooker. He was drugged and unconscious when a hit man came into that room and killed the hooker.
There are no favors and single repayments of debt. Michael Corleone "owns" Senator Geary for life. That's just how it works.
