Process servers are licensed by a court and have the right to serve legal documents and if you impede them it is Obstruction of Justice.
Obama has been ducking process servers for the last five years, including when he was in the white house.

Now we know the real reason why Obama has been outside of the United states for well over a month, hiding out at Marlin Brando's resort in Tahiti. Tahiti is in French Polynesia. Forgetting for just a moment, the lure of tropical pederasty (hot dog stand in Hawaii, pedo havens in the South Pacific, Indonesia, Thailand, etc.) the French will not extradite anyone accused of political crimes.
