Is arguably inaccurate. There are arguably way more than 48 CP sites on the dark web. It may have been that these 24 sites accounted for half of the CP traffic, but there's no way to tell how many CP sites exist.
This seems a little fishy to me. It could well have been done to down play the CP, for remember it stated that the authorization came from Va. We do not know who that was exactly. Also they could have been "chosen" ones that are on board with the elites.

I wonder if their whole purpose was to show that there are some CP sites, but not that many. You know, nothing here folks, just move along.

I suppose it's entirely possible they were trying to underplay how much CP is actually out there.
