You might be right. But this could also be part of the Deep State takedown. You need to realize Trump can't be seen as beholden to the Russians or Wikileaks. The Deep State will scream bloody murder when they're finally cornered.
So Trump sends 59 Tomahawks into Syria and doesn't do any damage, sends some aircraft carriers through the South China Sea and then pretends to let lose Sessions on Wikileaks. It's a classic diversion, fake left and hit with the right.
