There is no requirement whatsoever in any country on this planet that a citizen needs to research the hierarchy of the police or prosecution to determine who the decision makers are, of which there may be many, and then guess which is the best route of submission. Having said that, she would be free to do what you suggest, but she's certainly not obligated to do so. I like her attitude.
