We have seen predictive programming and normalization of pedophilia in American media and more, but this British movie is interesting in that it is based on a novel by none other than Ian Fleming, the MI6 agent who wrote the James Bond books. British, like American, intelligence, is active in child trafficking and is behind most media. (Langley is CIA's Hollywood East).
Here is more about the movie itself: https://en.wikipedia.org/wiki/Chitty_Chitty_Bang_Bang
Even the title is creepy.
There is a remarkable resemblance between the "child catcher" in the movie, and the famous pedo Jimmy Savile.
Here's the actor who played the child catcher in the movie: https://thecinematicpackrat.files.wordpress.com/2014/03/the-child-catcher-3.jpg
Here is Jimmy Savile, the famous pedo, dressed as the child catcher: http://cdn.ebaumsworld.com/mediaFiles/picture/2287657/82877248.jpg
Savile like to dress up when he raped children: http://metro.co.uk/2016/02/26/jimmy-savile-dressed-as-a-womble-to-rape-10-year-old-boy-5719246/
He even dressed up with the child catchers, red, pointed, pixie shoes: http://www.newstatesman.com/politics/media/2015/12/i-visited-jimmy-savile-home-leeds-he-wore-pointed-pixie-shoes-and-said-nobody
It's been in front of our faces all along.
Savile was knighted by the Queen for "charitable services" a knight bachelor. He was also granted Papal Knighthood.

Incomplete research.
"The Child Catcher is the supporting antagonist of the film Chitty Chitty Bang Bang and in the later stage musical adaptation. The character did not appear in the original Ian Fleming book. The Child Catcher is employed by Baron Bomburst and Baroness Bomburst to snatch and imprison children on the streets of Vulgaria.
The musical was written by author Roald Dahl (actress Patricia Neal's husband prior to her stroke, after which he divorced her) and someone named "Hughes." (Don't care and too lazy to look it up.)

Jimmy Savile. There's plenty of information, if you care to look. The movie and book are vehicles.
