How or why would domains be banned here?

Found this site by goo gling an email address someone posted about a guy on Tribe.net in another submission on VOAT which is beyond sickening.

I tried to reply to the comment with what I found and got a warning not letting me post it...

"COMMENT CONTAINS BANNED DOMAIN"

WTF? Banned by Who? So I split the link up....
