But remember it only takes a few shit birds at the top of any of these government agencies to control the whole thing.

I think you're making a gross exaggeration of the process of leaving sleeper agents in key positions, which is what we're implying James Comey's role is here.

Besides your words were quite literally:

This argument attacks the character at the head of the organization and we then go on to make a compositional fallacy when our argument is as follows: Comey is a bad person (premise), therefore the rest of the organization is full of bad people (conclusion).

A compositional fallacy suggests that one part being a certain way has to mean the rest of the parts of the given subject follow that same pattern. This is fallacious because there are many people in the organization, and while he may be in a senior position, he doesn't and can't make all of the key decisions for the organization. He may have oversight, but if we consider the diplomatic situation involved here, we can very easily conclude it wouldn't be wise for him to go against all the rest of the org's wishes on any recognizable basis.

Forgive me for being pedantic, but I think we need to have a stronger grasp of this circumstance in the future.
