Words can create a impact. However when the words are to soft or subtle they can dilute the effect of the true message. In society we have a way of downplaying the harm that child exploitation causes and those who want to exploit children will see this as an opportunity. The purest definition of RAPE is sex without consent. Children cannot consent to sex with adults so thus anything sexual that happens between a adult and child is Rape. It is much more difficult for people to ignore the problem of CHILD RAPE vs child molestation, child fondling, inappropriate touching, etc. For those who have a difficult time grasping this concept look at how Whoopi Goldberg discusses what Roman Polanski did to a 13 yr old girl. https://m.youtube.com/watch?v=nZskUvAGyjQ

Actually there is a distinction between rape and molestation. They are different crimes with different penalties and almost every state treats them differently. Rape almost always involves sexual intercourse. At least that the language used in NYS state law.
If you look up the world "old" on this page, you see all the various legal distinctions

Who cares about "legal" distinctions when the issue is the trauma to children?
