I was researching St. Louis and it lead me to some problems that were exactly what you said, shut down, ignored, on purpose. One name: Lisa Jackson head of the EPA under Obama. I was told by someone that was helping me as well, that she was very sloppy, so she evidently thought she was protected and would never get caught.
