Edit: I think 'Beary Nice' is really an old bear pretending to be young. (in the episode Haircut, we see BN's real face in the mirror).
He subjects Hot Dog Person to a lot of torture and SM themed experiences so it seems.
(Beary Nice is the series youngest character that I've seen so far, UG introduces BN to a bath in another episode).
