People covering up for child abusers have tried to say that the "I love children" t-shirt refers only to Charles L'Enfant, who designed Washington's streets. (From the year of French I took it I think it might be better translated "the child," though, although in English something like "the year of the child" would be interpreted as referring to all children, so who can really say?)

But while it does refer to L'Enfant the man in one sense, it could easily be seized upon by pedophiles, who use such ambiguity quite frequently. It just one of those coincidental things that Washington is our capital and it's a corrupt town where child sex abuse rings thrive, and it was designed by L'Enfant. Pedophiles can openly say "I love children" but also deny that's what they're doing.
