They had to kill him because once he's busted he gets to reduce his sentence when he turns in others. That is how DC cop Longerbeam was captured. They would have made this suicided cop participate in a sting against other DC cops or politicians. He was killed for what he knew about others. Most obvious witness-kill I've ever seen. DC can't be saved. Move the nation's capital the hell out of there and into the middle of America.
