Yes, this was exposed by Bill Cooper back in the day. I don't think it will work however and that is why I doubt they will even go with enacting this psyop. there would be no going back. Too many people have caught on or shared the info of the plan, and seen how the government is trying to leak that they are hiding things. When the plan failed badly, they would be discredited beyond repair. I guess that is why it would only be rolled out as a desperate last ditch effort.
