Yes believe it or not the CIA does have the capability of heart attacking causing instruments. From what I understood it was a tiny dart of some sort.

Ice bullets are impractical. Some type of self-dissolving or disguised dart would make more sense, IMO.

I don't have a source handy, but I do remember a video clip of the congressional hearing was in a ducumentary by william cooper on the jfk assassination, called jfk assassin unmasked which can be easily found on youtube. and yes it was shellfish toxin encased in an ice bullet.
