Well, clearly the CIA and their cutout Dyn Corp are the major components behind training the police forces of the entire world to engage in blackmailing, extortion, murder, manufacturing evidence and human slavery. Whether or not the pedophile rings are directed out of Brussels or not, I don't know. But Vault 7 just taught us the most secretive tech branch of the CIA was in Frankfurt, Germany, so it could very well be the case.
