The CIA is not monolithic. There are subgroups doing their actual jobs and there are subgroups who control the baby rapists to enrich themselves and broker power.
They don't use the drones for helping smuggle guns and heroin, they use caskets and the sinoloa cartel for those.
The NYPD Chief is in an incredible amount of danger, he best have a very good dead mans switch. Something of note about the kind of sociopaths that are selling human beings and body parts - that type of sociopath doesn't have a strong drive for vengeance. They will use assassination to protect their secrets - yet infrequently to punish, especially if the person is no longer a threat.
