The stairs in the beginning are the stairs that the exorcist was filmed. We call them the exorcist stairs. Very busy and a tourist sight, Not sure it would be the best place for pedophiles, just a bunch of Georgetown Univ. students jogging up and down them for exercise, Not uncommon to see children at the National zoo, especially the Panda exhibit. To me this just looks like an arty, weirdo French film of DC. I hope I helped.
